Lake County District Court

The Lake County District Court is in Two Harbors and handles state-level civil, criminal, family, and probate matters. Bankruptcy is not a state court filing. It goes through the federal system. The North Shore location means that for Duluth-based federal hearings, Lake County residents have a shorter trip than residents of more remote northern counties. All filing and records work, though, still needs to go through Minneapolis or St. Paul.

The Duluth hearing location at the Gerald W. Heaney Federal Building, 515 West First Street, Duluth, MN 55802, phone (218) 529-3600, is about 25 miles from Two Harbors. This is a significant advantage for Lake County residents compared to most northern Minnesota counties. Duluth is used for hearings only and has no clerk staff on site. It cannot accept filings or records requests. For those purposes, use Minneapolis or St. Paul. But for attending a court hearing, Duluth is a practical nearby option.

PACER is the main tool for online records searches. Register at pacer.psc.uscourts.gov. Registration is free. Viewing records costs $0.10 per page, but quarterly charges under $30 are waived. You can search by debtor name, case number, or Social Security number. Electronic records go back to 1999. Cases filed before 1999 are paper and must be requested directly from the clerk office.

The VCIS phone line at 1-866-222-8029 is a free automated system available 24/7. It gives basic case information by name or case number. No PACER account is needed. It does not give access to documents, but it is fast and useful for confirming whether a case exists before logging into PACER.

On-site PACER terminals at the Minneapolis and St. Paul clerk offices let you search for free without a per-page charge. If you can make the trip or are already in the Twin Cities, this is a practical way to do an extended search at no cost.
