Cook County Bankruptcy Records
Cook County bankruptcy records are filed through the federal court system, not with the county courthouse in Grand Marais. All cases in Cook County go to the U.S. Bankruptcy Court for the District of Minnesota. This page explains how to search those records, which offices handle them, and what local resources are available if you need help understanding the process or getting access to a specific case file.
Cook County Overview
Cook County District Court
The Cook County District Court is located in Grand Marais and handles state court matters for the county. That includes civil cases, family law, criminal proceedings, and probate. Bankruptcy is not filed here. It is a federal matter. But the state court does have a role once a federal bankruptcy case has been discharged. Under Minnesota Statute 548.181, a debtor may petition the district court to discharge a judgment lien that survived the federal process. That application carries a $5 fee, and creditors have 20 days to object. If you need to take that step, the Cook County courthouse is where you do it.
Cook County is part of the 6th Judicial District, which covers the northeastern corner of Minnesota. The district court in Grand Marais serves a small but geographically large county that stretches along Lake Superior up to the Canadian border. For state court records, including any post-bankruptcy proceedings, the clerk office in Grand Marais handles those requests. Staff can tell you what documents you need and whether your request can be handled by mail.

Federal Bankruptcy Court for Cook County
All Cook County bankruptcy cases are filed with the U.S. Bankruptcy Court for the District of Minnesota. Minnesota has one federal bankruptcy district covering all 87 counties. There is no local federal bankruptcy office in Grand Marais. Cases from Cook County go to the same system as every other county in the state.
The two staffed clerk offices are in the Twin Cities. The Minneapolis office is at the Diana E. Murphy U.S. Courthouse, 300 South Fourth Street, Minneapolis, MN 55415, phone (612) 664-5200. The St. Paul office is at 316 North Robert Street, Suite 200, St. Paul, MN 55101, phone (651) 848-1000. Both handle filings, records requests, and in-person assistance. Because Cook County is in the 6th Judicial District in northeastern Minnesota, there is also a federal location in Duluth at the Gerald W. Heaney Federal Building, 515 West First Street, Duluth, MN 55802. That Duluth location is unstaffed and used only on hearing days. For all filing and records work, you need to use Minneapolis or St. Paul.
Electronic case records through PACER go back to 1999. Files from before that date are paper only and must be requested directly from the clerk office. The court's website has forms, local rules, and guidance for filers who are not represented by an attorney.
Note: The Duluth federal building hosts hearings for 6th District cases but has no permanent staff; all filing and records access must go through Minneapolis or St. Paul.

Searching Cook County Bankruptcy Records
PACER is the main tool for searching Cook County bankruptcy records online. You register at pacer.psc.uscourts.gov for free. The cost to view records is $0.10 per page, but that fee is waived if your total charges in a quarter stay under $30. Most people who do occasional searches pay nothing. Once you log in, you can search by debtor name, case number, Social Security number, or tax ID. Results include case dockets, filed documents, and discharge orders going back to 1999.
The Voice Case Information System, or VCIS, is a free phone option. Call 1-866-222-8029 any time, day or night. The system is automated and lets you search by name or case number without setting up a PACER account. It gives you basic case details and a case number, which you can then use in PACER to pull documents. Spanish-language support is available through VCIS.
If you prefer to look up records in person and for free, both the Minneapolis and St. Paul clerk offices have public PACER terminals. You can view and print documents at those terminals without incurring the per-page fee. This is a good option for Cook County residents who need to review multiple documents and want to avoid any charges.
Minnesota Court Records Online at publicaccess.courts.state.mn.us is a separate system. It covers state court records only. Federal bankruptcy filings do not appear there. Use MCRO if you are looking for state civil cases, judgments, or related state proceedings. Use PACER for the bankruptcy case itself.
Note: PACER covers electronic records from 1999 forward; for older Cook County cases, contact the Minneapolis or St. Paul clerk office to request paper records.
