Federal Bankruptcy Court for Douglas County

All Douglas County bankruptcy cases go to the U.S. Bankruptcy Court for the District of Minnesota. This is a statewide court. Every bankruptcy case in Minnesota, no matter which county, is filed in this one federal district. There is no separate bankruptcy clerk in Alexandria or anywhere in Douglas County. All filings and records requests go to the Twin Cities offices.

The St. Paul clerk office is at 316 N Robert Street, Suite 200, St. Paul, MN 55101, phone (651) 848-1000. The Minneapolis office is at 300 South Fourth Street, Minneapolis, MN 55415, phone (612) 664-5200. Both are staffed and handle filings, records requests, and in-person help. Douglas County is in central Minnesota, so either office is a reasonable drive. The Fergus Falls location at 118 S Mill Street is closer but is unstaffed and used for hearings only. You cannot file or get records there.

Attorneys use the court's CM/ECF system to file electronically. Pro se filers must submit paper documents at a staffed office. The court's website at mnb.uscourts.gov has all the forms, local rules, and filing instructions you will need. Plan to review those before you go.

Document copies cost $0.50 per page. Certified copies carry a higher fee. Contact the clerk before your visit to confirm the current cost schedule and what forms of payment are accepted.

The Minnesota Court Records Online system is for state court cases only and does not include federal bankruptcy filings.

Minnesota Court Records Online MCRO for state court records

MCRO provides access to state court records for Douglas County, but bankruptcy cases at the federal level are found only through PACER.

PACER is the go-to tool for searching Douglas County bankruptcy records online. Create a free account at pacer.psc.uscourts.gov. From there you can search by debtor name, case number, Social Security number, or tax ID. PACER has records going back to 1999. The fee is $0.10 per page, but charges under $30 in a calendar quarter are waived. Most users who search occasionally end up paying nothing.

Pre-1999 records are paper only and not on PACER. To access those, call the Minneapolis or St. Paul clerk office and ask about pulling archived files. Expect a fee for retrieval and some wait time. Ask about certified copies at the same time if needed.

The Voice Case Information System at 1-866-222-8029 is a free automated phone line that runs 24/7. You can look up basic case info by name or case number without a PACER account. It does not give you documents. But it can confirm a case exists and give you a case number to use in PACER.

Both the Minneapolis and St. Paul clerk offices have public computer terminals with free on-site PACER access. You can view and print documents at those terminals without paying the per-page remote fee. That is a good option for a one-time search if you do not want to set up an account at home.

Do not confuse MCRO with PACER. Minnesota Court Records Online at publicaccess.courts.state.mn.us covers state court cases only. A Douglas County bankruptcy case will not show up there. Use MCRO for state judgments and related state proceedings. Use PACER for federal bankruptcy records.

If you are an attorney or regular filer, you can also access records through the court's CM/ECF system. Ask the clerk about setting up a CM/ECF account for filing and records access.
