Beltrami County District Court

The Beltrami County District Court in Bemidji handles state-level legal matters. It does not process or store federal bankruptcy case files. Bankruptcy cases are a federal matter handled under Title 11 of the U.S. Code, so they belong in the federal court system. The state District Court does come into play after a federal discharge in some cases. Under Minnesota Statute 548.181, a debtor can use the state court to discharge judgment liens that were not removed by the federal proceeding. That application goes to the Beltrami County District Court.

The courthouse is at 600 Minnesota Avenue NW in Bemidji and serves the 9th Judicial District, a large northern Minnesota district. The court keeps state court records for civil, criminal, family, and probate matters. Court staff can help you find and copy state records. For anything related to a federal bankruptcy case, you need to go through the federal system. Hours are Monday through Friday, 8:00 AM to 4:30 PM. Visit the Beltrami County court page for current contact details and calendars.

The Minnesota Law Library at mn.gov/law-library has research resources and can help you find information on specific statutes or legal procedures, including those related to bankruptcy and judgment lien removal.

Federal Bankruptcy Court for Beltrami County

Every Beltrami County bankruptcy case is filed with the U.S. Bankruptcy Court for the District of Minnesota. This single federal district court covers all of Minnesota. All case records, dockets, and filed documents are maintained by this court, not by Beltrami County or any local office. You cannot walk into the Beltrami County courthouse and ask for a copy of a bankruptcy discharge. You need to go to the federal system.

The two staffed offices are both in the Twin Cities. Minneapolis is at the Diana E. Murphy U.S. Courthouse, 300 South Fourth Street, Minneapolis, MN 55415, phone (612) 664-5200. St. Paul is at the Warren E. Burger Federal Building, 316 North Robert Street, Suite 200, St. Paul, MN 55101, phone (651) 848-1000. Beltrami County is far from both. If you need to file in person or request certified copies, plan ahead for the trip or use mail. The court website has instructions for mail filings and copy requests.

Attorneys use the court's CM/ECF system to file electronically. Self-represented debtors can file by mail or in person. Neither the Bemidji area nor the 9th Judicial District has a staffed federal bankruptcy clerk office. All staffed federal work goes through Minneapolis or St. Paul.

PACER is the main system for searching Beltrami County bankruptcy records online. Register for free at pacer.psc.uscourts.gov. The fee is $0.10 per page, but charges under $30 per quarter are waived. Most users pay nothing. You can search by debtor name, case number, Social Security number, or tax ID. Electronic records cover cases from 1999 forward.

Pre-1999 records are paper only. Contact the Minneapolis or St. Paul clerk office to find out how to request those older files. There may be retrieval times and copying fees for paper records that are in off-site storage.

VCIS is a free automated phone system for basic case lookups. Call 1-866-222-8029 at any hour. You can check whether a case exists and get a case number to use in PACER. No account needed. It does not give you documents, just basic case data. This is a fast way to confirm a filing before going further.

Public terminals at the Minneapolis and St. Paul clerk offices allow free on-site PACER access. You can search and print documents during regular clerk hours without paying the per-page rate. If you are traveling from Bemidji to one of the Twin Cities offices, using the terminal there can save money if you need to print a lot of pages.

The Minnesota Court Records Online (MCRO) system is for state court records only. It does not contain federal bankruptcy filings. Searching MCRO for a Beltrami County bankruptcy case will return nothing. Use PACER for bankruptcy cases and MCRO only for state-level matters like civil judgments or probate actions.

Note: If a case has sealed or restricted filings, those will not appear fully in PACER; call the clerk for instructions on how to access restricted documents if you have a legal need for them.
